Five Women Killed at suburban strip mall

Last Saturday a 5 feet 9 inches tall African American guy shot five women at a suburban strip mall in southwest of downtown Chicago. He took five women, a manager and four customers into the back room of a Lane Bryant clothing store and shot them to death after it opened that day.
Police said the shooting appeared to be the result of a robbery attempt. A witness who saw the gunman leave the front of the store said the guy was wearing a waist length black winter coat, black cap and dark jeans. He weighed about 230 to 260 pounds.
Some people are saying that there is a sixth person who was shot but survived and was sent to the hospital, however, till now no one confirmed that. Police has been searching for him but no luck, and they offered a $50,000 reward for information that could lead to the gunman.
I thought department stores had cameras everywhere, where are they? They could have simply had an idea about the gunman! Many incidents like this have been happening lately and I think police or whoever is in charge should take this issue more seriously.
