The U.S. Conference of Catholic Bishops take a close look at Title X and how allowing teens access to contraceptives is not only wrong but can be dangerous. The USCCB refers to Title X is the main contributer to easy access to contraceptives and that the government is promoting that premarital sex is acceptable. It also allows teens to be exposed to harmful implants or injections with potentially dangerous side effects and the parents are left in the dark. The ISCCB also explains that contraceptives provided do not protect against STD's or in some cases pregnancy.
They also use ample evidence from surveys, that pregnancy and abortion have increased since Title X was put into effect. For much reason the USCCB feels that it is the parents who have the right and responsibility to inform their children about sex and birth control.
A few thoughts on this. Although parents would be the smartest way for teens to get their information from, there is no way that any teen is going to get permission to 'have sex' by allowing them to recieve the contraceptives. And most parents are just going to be, here's your birth control or condoms. Also, most parents regardless of their religion would prefer their child to be married before they have sex, but in many cases that does not happen. Also, regardless if the parent gives permission, more and likely the teen is going to have sex anyways, so why not provide them with reasonable protection from a non bias provider. Parents do need to talk with their children about sex and the 'safe' ways to go about it, but they are going to make their own decision on whether to to have it or not regardless of if they get concent from their parents.

Teenagers should be responsible for getting contraceptives themselves. It is their decision to begin having sex and they should be responsible for the prevention of or the consequences that may follow. I do feel that parents should inform their children about what could happen and how to be safe but that will not determine the ultimate fate. Sex is not some evil form as the church would like to make it to be and less and less people are waiting until marriage. There is nothing wrong with this whatsoever. The only bad thing are th e risks involved when having sex, unfortunately waiting until marriage doesn't prevent any of this either.
